Terms of reference – Finance and General Purposes Committee
Purpose of the Committee
- To be responsible for the management of the financial and personnel responsibilities of the Council, in accordance with Farnsfield Parish Council’s Standing Orders.
Specific areas of responsibility
- To receive reports from the Recreation Grounds and Village Centre Committees and consider any financial recommendations made by them
- To ensure that the Council acts in accordance with the financial arrangements included in Farnsfield Parish Council Standing Orders
- To conduct adequate assessments of financial risks and give appropriate reports to the Council
- To ensure that an annual budget is set and monitored on a quarterly basis with the Responsible Financial Officer of the Council
- To advise the Council of any major deviations form the anticipated spending pattern for the year and recommend appropriate remedial action
- To review salaries of all staff on an annual basis in accordance with Standing Orders
- To review and make any recommendations for change to the financial arrangements to the Council
- To ensure that an annual precept is set
- To ensure that the financial procedures adhere to the current requirements of the Audit Commission in the production and publication of accounts.
