Minutes of a meeting of the Council held at 7.30pm on Tuesday 13th July 2010 in the Lower Hall, Village Centre, New Hill, Farnsfield.

Declarations of Interest

Cllr Reynolds declared a non pecuniary interest in planning application 10/00708/OUT, on the grounds that the application for planning consent was for land he farms but does not own; he stated that he would take no part in the discussions.

Planning applications

10/00708/OUT – mixed housing development of 33 affordable dwellings at Field reference No 8993, Mansfield Road, Farnsfield

Several members of the public were present with an interest in this planning application; the Chairman suspended Standing Orders at 7.32pm to permit comments to be made.

Detailed comments were made firstly concerning the undesirability of the development and its conflict with District Council policies regulating development. A second representation expressed concerns that the current infrastructure could not support such a development in light of the problems regularly experienced in storm conditions, and on highway grounds.

There was also concern that the development would adversely affect the village aspect and would set a precedent for further development as the proposed site was so far away from the remainder of the village.

A discussion took place when several points were made reiterating the points in the main statements.

The Chairman thanked the members of the public present for their comments; the majority left the room and Standing Orders were reinstated at 8.10pm.

The application was discussed and Cllr Jepson proposed that the development be opposed on the following grounds:

Whilst Parish Council is in support of the provision of affordable housing it does not support the application to place them on this site for the following reasons:

Considering Policy H10 points 1 and 2 the site would result in the loss of features and open space which contribute to the character of the village and will affect the setting of the village in landscape.

Points 1-3 of Policy H20 would not be satisfied.

The proposed development would be outside the village envelope and would sit as an isolated settlement apart from the village. This is considered to be most undesirable and would not be in line with the provisions of PPG3 as it would sit in the middle of farmland, be totally out of character and affect the setting of the village from the approach from the White Post and Cockett Lane.

The proposal was seconded by Cllr Elliott; at the vote 5 were in favour, 0 against, 2 abstentions; 1 taking no part (declared interest).

10/00811/FUL/00812/LBC – application to convert outbuilding to form habitable rooms at Tehidy, Main Street, Farnsfield.

Due to insufficient information being available the Council were unable to support the application.

10/00842/FUL – single storey extension to rear of property at 3 Carding Close, Farnsfield.

Application supported.

10/00893/FUL – erection of front boundary wall at Fairway Station Lane, Farnsfield.

Application supported.

10/00899/FUL – application for single storey rear elevation extension at 1 Fletcher Court, Farnsfield.

Application supported.

Minutes of the previous meetings

The minutes of the meeting held on 22 June 2010 were proposed

for acceptance by Cllr. Jepson, seconded by Cllr McDowall and

agreed.

The minutes of the meeting held on 13th July 2010 were proposed

for acceptance by Cllr Elliott, seconded by Cllr McDowall and

agreed.

Recreational Grounds

Memorial Recreation Ground – no items. Cllr Elliott stated that

the Tennis Cub had reconsidered their proposal having looked at the

available space in the play area.

Acres – nothing reported. The Clerk raised the proposal to perform

major refurbishment of the football pitch; agreed.

Parfitt Drive – nothing reported.

Wilson’s Field – hedges all cut; arrangements in hand with Cllr

Stafford regarding parking for the Cricket President’s Day.

Footpaths and Highways

The Clerk reported that the meeting with Notts. CC P3 Footpaths to

agree the works to be undertaken in 2010 had been postponed.

A proposal from NCC to reduce the speed limit on the A614 from

Daybrook (A60) to Ollerton, from 60mph to 50 mph was

considered.

The proposal was supported but there were serious reservations

regarding the enforcement of the speed limit.

Parish Plan

Planning – no items.

Education and sport – Tennis proposal has been considered and

will not proceed due to lack of space.

Environment and tourism – no items.

Communications – Newsletter published.

Finance

1. Accounts – the meeting considered the schedule of accounts

circulated with the papers for the meeting, no issues raised.

The accounts were scrutinised by Cllr Jepson, and consisted of

14 cheques amounting to £11,910.41p. They were proposed

for acceptance by Cllr. Stafford, seconded by Cllr. Davis and

agreed.

Planning applications

There were no applications to consider.

The decisions of Newark and Sherwood Planning Department were

noted.

Community Safety Group

Cllr. Elliott stated that there was little to report. The majority of

serious incidents occurring at Lowdham, a cash point was removed

and attempt burglaries were reported.

Farnsfield Village Centre

No items.

Feasibility Study Report

It was agreed that this should be undertaken by the Recreation

Grounds Committee at a meeting to be held on 10th August 2010.

10/00636/FUL/– application for first floor side extension at 9

Meadow Close, Farnsfield.

Standing Orders suspended to allow Mr Burton to address the

meeting regarding the application; he stated that whilst the

application did not directly affect him he was concerned that if it

were approved a precedent would be set.

Standing Orders were resumed.

After consideration the application was supported; Cllr Jepson

abstained.

10/01044/FUL – erection of a building for B2 and B8 use at

Longlands Farm, Longland Lane, Farnsfield

Concerns were expressed regarding the additional vehicular

movements to and from the site into a narrow lane and using a

proven dangerous access to the A614 (improvements already

planned)

The application was not supported.

10/00944/FUL – application for canopy roof to front elevation of

dwelling at 35 Alexander Road, Farnsfield.

Application supported.

10/01058/FUL – erection of two/single storey rear extension and

loft conversion to form bedroom at 1 Branston Avenue, Farnsfield.

Cllr Elliott declared a non prejudicial interest and took no part in the

discussion.

It was considered that the proposed extension would have a

considerable impact upon the neighbouring property and it was

agreed that the application would not be supported.

10/01076/FUL – single storey extension on to side of existing

property at Ridgeway Cottage, Main Street, Farnsfield.

Application supported.

Department were noted.

Safer Neighbourhood Group

Cllr Selby provided an update following the meeting of the group.

Speeding vehicles continue to be an issue; Lowdham – attempt

burglaries at the Post Office and school. Some dogs have been

poisoned at the Bilsthorpe end of Southwell Trail. The group

committing the robbery at Farnsfield Co-op have been arrested.

Next meetings 13th September at Lowdham, 15th November at

Farnsfield.

10/01148/FUL – proposed dwelling with access to plot 2 at

Siverwood, Broomfield Lane, Farnsfield.

Application not supported on the grounds that the area is currently

heavily parked particularly when Bowls and Tennis matches are

occurring. The site with 4 dwelling will generate an additional 10

cars accessing the road at a busy crossroads. The site is also

particularly busy at school opening and closing times.

Memorial Recreation Ground – repairs to the play equipment

completed.

Footpaths and Highways

The Clerk reported that the meeting with Notts. CC P3 Footpaths to

agree the works to be undertaken in 2010 had taken place and a

schedule of works agreed; NCC to deposit £1200 with Farnsfield PC

to cover the cost of the works and path clearance undertaken in

2010.

The Clerk is still in discussion with NCC regarding the light on

Footpath 1 ( Mansfield Road, behind the Old Gaol).

The Chairman suspended Standing Orders at 8pm.

Cllr A Stewart provided an update regarding the remedial works to

the A614 at Rufford.

Consideration was being given to the re-siting of the 30mph limit on

Longland Lane as part of the current review of speed limits.

NCC are facing budget cuts of £150m which will inevitably affect

staffing levels.

Following the pot hole damage to the roads during 2009/10 NCC

received £3m compensation instead of the agreed £24m. to further

exacerbate the situation.

Standing Orders were reinstated at 8.10pm.

Environment and tourism – no items.

Public Transport – bus shelter on Mansfield Road, opposite the

Old Gaol has been removed and a replacement should be

forthcoming.

The minutes of the meeting held on 28th September 2010 were

Recreational Grounds

Memorial Recreation Ground – complaints from residents

regarding the condition of the wet pour surface areas, have become

slippery.

Acres – Work has commenced on the Acres football pitch, 20 tons

of top soil placed in the worst areas, the remainder to follow. Cllr

Reeves reported that the shower floor requires painting, and the

sink requires repairing.

Parfitt Drive – Damaged gate to the play area now repaired..

Wilson’s Field – Awaiting the signs re dogs and information

regarding the replacement light on the steps.

Footpaths and Highways

The Clerk reported that the meeting with Notts. CC P3 Footpaths to

agree the works to be undertaken in 2010 had taken place and a

schedule of works agreed; NCC to deposit £1200 with Farnsfield PC

to cover the cost of the works and path clearance undertaken in

2010.

The Clerk also provided an update regarding a meeting with Notts.

County Council regarding the devolution of some local services to

Parish Councils; nothing agreed at this point just a scoping exercise

but it was noted at the meeting that some of the proposals will be

beyond the ability of some Parish Councils and there may be limited

funding. Further information will be made available at a later date

when the survey has been completed.

Parish Plan

Planning – no items.

Education and sport – Cllr. Elliott reported that he will be

mapping out the green areas over the next few months. The Tennis

Club still wish to liaise with the Parish Council as £25-30,000

requires spending on the lights and court surfaces. Options were

being considered regarding the relocation of the Village Centre and

options for raising the funds plus use of the School Field for sporting

purposes. There has been a cut in funding for rugby by 30% and it

likely that other sports will be treated in a similar manner.

Environment and tourism – Cllr McDowall following up the offer

of a second notice board with NCC.

Public Transport – temporary bus stop signs requested whilst the

replacement shelter is sorted out.

Communications – Cllr Elliott reported that there was a new

publication in the area, a commercial magazine and the Parish

Council has been allocated a page.

Community Safety Group

The last meeting took place on 9th September 2010 at Lowdham. All

areas reported that there had been little anti social, or other,

activity. The impact of police cutbacks was discussed and it was

considered that the visible police presence in rural areas would be

reduced considerably. More information will be available at a later

stage.

Village Centre

An asbestos survey of the building has been conducted and was

negative.

Minutes of the previous meetings

The minutes of the meeting held on 26th October 2010 were

proposed for acceptance by Cllr. Davis, seconded by Cllr Selby and

agreed.

The minutes of the meeting of the Finance and General Purposes

Committee held on 9th November 2010 were noted.

The Chairman suspended Standing Orders at 7.34pm.

Cllr. Laughton informed the meeting that the staff involved in the P3

Footpaths Partnership would be cut by 50%.

The proposed cuts in library opening hours was discussed, the main

shortfall in available finance being due to a large increase in Social

Services budget to cater for children taken into care.

The expansion of wind farms was also discussed.

Car parking issues were discussed and it was agreed that the Clerk

email details of the complaint from Patrick Stevens to Cllr. Laughton

to address with Newark & Sherwood DC.

Standing Orders were reinstated at 7.55pm.

Recreational Grounds

Memorial Recreation Ground – The Clerk reported that he had

caused the surfaces in the play area to be checked regarding the

complaint that they were slippery; they have been inspected and

found to be in good order and do not require any remedial work, the

issue is probably due to leaves on the play surfaces.

Acres – It was agreed that Cllr Reeves obtain the paint for the

pavilion as in previous years.

Parfitt Drive – The second notice board provided by NCC Building

Better Communities is now in position; it was agreed that

information such as the newsletter should be displayed on it..

Wilson’s Field – The light is due to be replaced in January,

awaiting a special crane to remove the old one.

Footpaths and Highways

Some concerns were made regarding overhanging hedging in the

Main Street’ Chapel Lane area and the vegetation growing on the

footpath on Station Lane.

Cllr Hamilton had previously raised the matter of gap filling on

Footpath No.9, from Main Street, opposite the Plough to Cotton Mill

Lane; the Clerk has raised this with NCC who have agreed that the

cost should come from the P3 grant provided by them. To be

arranged when the weather is more suitable.

Parish Plan

Planning – The Clerk circulated a Journal of Local Planning he had

received as a sample. It received mixed reception, was considered

informative but no decision made if the subscription should be paid

in order to received it on a regular basis.

Education and sport – No report.

Environment and tourism – Second notice board in place.

Public Transport – temporary bus stop signs erected on Mansfield

Road whilst the replacement shelter is sorted out.

Communications – Newsletter to be published in early December

2010. articles requested.

Correspondence

The various items of correspondence were noted and the Clerk

circulated a copy of the questionnaire to be sent out in the village

requesting views on the reduced opening hours for Farnsfield

Library; several options were proposed including the reduction of 10

hours opening time. A final consultative meeting will be held in

January 2011.

Finance

Accounts – the meeting considered the schedule of accounts

circulated with the papers for the meeting, no issues raised. The

accounts were scrutinised by Cllr Davis, and consisted of 11

cheques amounting to £3548.60. They were proposed for

acceptance by Cllr. McDowall, seconded by Cllr. Elliott and

agreed.

Precept 2011-12 – Cllr Davis reported that at the F&GP

meeting held on 9th November 2010 the budget for the current

year and for 2011-12 was considered. At the meeting it was

agreed to propose to the current meeting that the precept be

increased to £63,000 in order to keep in step with inflation. He

proposed to the meeting that the precept for 2011-12 be

£63,000. This was seconded by Cllr Jepson, and agreed

unanimously.

Planning applications

None for consideration.

Community Safety Group

Cllr Selby reported that at the last meeting the main concern at

Lowdham was handbag snatching by persons making door to door

calls. Bilsthorpe was affected mainly by disorder and vandalism

arising from drink associated behaviour; there had also been a

spate of lead thefts.

Burglaries in Farnsfield have reduced by 64% over the same period

last year, generally fairly quiet.

The attacks on a house on Parfitt Drive where the contents of dog

bins were systematically thrown at a house occupied by Asians was

being monitored; it was agreed that the nearby dog bin be sealed

temporarily to see if this prevented the offenders continuing their

actions. The police were not considering this to be a racial incident,

but regular patrols would check the area.

Village Centre

The lights on the stage have been repaired temporarily but more

robust dimmer controls are required and will be installed.
