Terms of reference – Recreation Grounds Committee
Purpose of the Committee
Management of the Council’s Recreational Areas
- To be responsible for the overall management of all recreational areas under the control of the council and any other area that may come under the control of the council, in accordance with Farnsfield Parish Council’s Standing Orders.
Specific areas of responsibility
- To ensure that all recreational areas, facilities and equipment are fit for purpose and conform to the relevant legislation and regulations particularly safety
- To ensure that the contractual; arrangements for the on-going maintenance of all recreation grounds and public open space are adequate
- To review the maintenance contracts annually to ensure that the arrangements ensure that all recreation grounds and open space areas are fit for purpose
- To prepare and maintain a preventative maintenance schedule and submit recommendations to the Finance and General Purposes Committee by September each year in order that any costs may be included in the precept for the ensuing year
- To liaise with existing and potential users of the recreation grounds facilities.
- To hold, update and be aware of all legislation, regulations and formal guidance with relating to the hire and use or the recreational facilities. See also Risk Analysis
- To consider policy matters and make recommendations to the Council
- To recommend changes to the terms, conditions and standards to the Council
- To recommend to the Finance and General Purposes Committee changes to expenditure on maintenance and staffing and charges for the use of facilities
- To review hire agreements
- To monitor the recreational facilities to ensure the hirers and users are adhering to the council’s terms and conditions of hire.
- To routinely monitor the council’s recreational areas, facilities and equipment to check for damage and potential risks
- To institute repairs and remedial work
- To monitor and ensure the progress of repairs and remedial work, particularly with regard to safety of the public, and ensure the council’s requirements are met
- To make recommendations to the council for alterations to recreational grounds and facilities as a result of changes to legislation and regulations
- To make recommendations to the council for improvements to recreation grounds and other facilities including consideration of security measures.
